"There have been ongoing discussions since Wayne retired about paying tribute to him and his England career", said the manager, who added Rooney had declined an opportunity to be honoured ahead of the World Cup so as not to take the attention away from those going to Russian Federation.
During today's squad announcement, Gareth Southgate said that England should show more appreciation for their past stars.
"There are players who have either been with us who I feel need to play to make sure they feel valued. So if he plays, of course he'll be the captain".
The return of record goalscorer Rooney has split opinion, with the 33-year-old set to collect a 120th cap in the November 15 friendly against the USA to honour his Three Lions career.
"That's not to say that Wayne does not deserve a tribute but give him a presentation, don't just give caps away, which is wrong and also denies a young player a chance as well".
"I'm looking forward to working with him and giving him the send-off he deserves, which isn't always possible".
"That's a disappointment. But hopefully by the time we get to the game, and him being with us next week, the focus will be on: 'Actually, let's think about what he did and how well he played, and there's an opportunity here to thank him for that.' And then afterwards we can decide whether playing him was the right thing or wasn't the right thing".
Kane has scored 19 goals for his country in 34 appearances and could easily break Rooney's record.
"Those discussions started over 12 months ago; I was quite happy for the tribute to be before the World Cup but Wayne didn't want to detract from the team at that time, which everyone respected", said Southgate. "But there's some players in positions I want to see and I'm excited about".
